August 26, 2008 meeting

No minutes per se as this was an organization meeting of the newly formed committee.

It was informal meeting to discuss and select officers. The following people were present:

November 18th, 2008 meeting

Meeting called to order by Chairman Bill Carrell followed by roll call with 12 of 14 members present.  Minutes read and approved. 

Following lunch, Rudy introduced Mike Murray, Director of Hope Light Foundation.  Mayor McDaniel expressed appreciation for each member giving time to the project. 

Sheryl Durham reported Tourism grants cannot be given for Cancer Awareness.  Partial grant for Light House as Tourism Attraction slight possibility toward estimated cost of $200,000.00 to $300,000.00.  Since Light House is big draw, she will contact authorities again. 

Don Snodgrass suggested our web site be printed in Planet. 

Rudy Bess and Bill Carrell reported on TV and radio appearances which will be added to our web site.  Rudy also reported Metropolis Library should be interim information site.  Motion made and passed.  A fund raising running event with Margie Martins and Janet Foster leading and planning was discussed.  No date set. 

Donation thanks you’s, decided at these levels:

                $100 - $499; Thank you card

                $500 -$999;   Card & Certificate

                $1,000 and up; Thank you card, Certificate and perhaps brick given as on site recognition

 

Don Snodgrass updated that LaFarge may donate concrete for project.               

Rudy presented $2,000 from Foundation Funds to Metropolis project. 

Bill Carrell had checked with authorities and no problem exists with use of fireman’s’ boot in our ads. 

Rudy Bess stated that Hope Light Project is now linked to the Hope Light Employer ID number as the D.B.A. with the IRS and State of Missouri files.  He will report at next meeting on progress of architects on getting permission and specs from Corps of Engineers for project. 

Mary Bremer reported that Rock of Ages Monument Co. in Vienna can do bricks with 3 lines of 13 – 16 characters ¾” high for $17.59.  Agreement followed they should do any future brick project for us.  They deliver bricks. 

Discussion followed concerning way to contact American Cancer Society.  Subject tabled.

December 9th, 2008 meeting

Meeting called to order by Chairman Bill Carrell

Followed by Roll Call with 12 of 17 members present

 

Bill Carrell reported he had sent 269 letters out for donations. Member encouraged to get copies of letter to send out also.  Bring to Deneal at Mayor’s Office for City Stamp.

Sub-committees approved as following;  first name is chairman;

A.   Finance;   Barfield, Carrell, Wehrmeyer

B.   Fund Raising and Events;   Clark, Bremer, Foster, Martens

C.   C.I.C. (includes training of Volunteers);  Mumford, Farley, Fuqua, Rudy Bess, Sommer, Laird

D.   Facility design and Construction;  Carrell, Abell, Rudy Bess, Durham

E.   Web-site Maintenance;   Don and Pat Snodgrass

 

Sub-committee Chairman can add community individuals, hold meetings between regular meetings, assign duties and report monthly to committee.

 

Don Snodgrass presented copies of proposal to American Cancer Society at Marion for partnering on Hope Light Project.  Offer turned down.  Discussion of options to deal with situation followed. 

Motion made and passed without opposition for Snodgrass to inquire of those above Marion if possible American Cancer Society can assist in any way with Hope Light Project.

 

Snodgrass reported article in Planet will publicize Web-site.  Also LaFarge re-affirmed gift of concrete for project.

Chairman Carrell presented certificates of appreciation to Secretary Deneal for helping members.

Rudy Bess reported National Cancer Institute’s cannot help with Project.  Also Vikki Henley and Deborah Sommer are now members and working with Sharon Mumford displaying cancer info at Library.

Mark Dillon reported both Coast Guard and Corps of Engineers will give permission and any requirements for construction of Light House.  He presented drawing concept showing Info building slightly larger than original plan.

Discussion followed with general acceptance of plan.

Project permission time is 3 months.

Earthquake protection built in.

 

Sharon Mumford expressed concern about getting future volunteers to work at and secure site.

Others agreed.

January 13th, 2009

Minutes

 

Meeting called to order by Chairman Carrell, followed by roll call with 11 members present

 

Rudy Bess reported architect Dillon is talking to Corps of Engineers and Coast Guard.  Main concern is the lighthouse must be elevated above flood damage possibilities.  Working light will flash 24 hours with perhaps a shield to block light for neighborhood.  Rudy has talked to volunteer groups at S.I.U and Belleville concerning help for Cancer Run perhaps in August.  He has also talked to Community Foundation of West Kentucky about Dr. Miller’s contribution.

 

Chairman Carrell gave up-date on Sub-Committees appointed in December.  Pearl Davis, new member, gave report on her participation in “Sisters Study Program” where one sister had cancer and the other did not.

 

Don Snodgrass reported help from American Cancer Society is dead issue.

Sue Barfield report 12/31/08 balance of $5,395.00

Chairman Carrell had to leave meeting at 12:30. 

Rudy Bess chaired remainder of meeting in Vice Chairman Wehremeyers absence.

 Print-out of 4 project options were passed resulting from teleconference held Friday with Design and Construction Sub Committee.

Option 4 was recommended by Committee and Rudy offered motion on acceptance of Option 4.  This involved building lighthouse with teal day mark as Phase One of project with assumed

cost of $100,000

 Open discussion followed with all members present expressing thoughts on overall problems and possibilities of entire project:

 1.  Need for Cancer Info Center with great facilities at Library available without building one.

 2.  Asking for donations before permission granted by Corps of Engineers and prior to having what we will build at project site.

 3.  Overall concept and need for project

4.  Sheryl Durham reported no grant possible if any connection to cancer.

 5.  Library participants concerned donation letter says C.I.C. will be at Library Feb. 09.  They have no training, personnel, volunteers or knowledge what a Cancer Info Center should offer.

 6.  Possible professionals who might service at C.I.C.

 

Results of Discussion:

 1.  Vote on Option 4 tabled till next meeting

 2.  Color of teal voted and passed for day mark band.  Teal is Ovarian Cancer color.

3.  No donation letters sent out until letter is revised about certainties of project.

 4.  Rudy Bess, Karen Laird, and Deborah Sommer will plan trip to St. Louis to observe Cancer Information Centers.

January 21st, 2009

MINUTES

 

A called meeting was brought to order by Chairman Carrell.

Secretary Bremer read the January 13th minutes to 12 members present.

 Bill Carrell expressed need for Committee’s approval of Option 4 as choice of the Design and Construction Committee on a January 9th, 2009 teleconference to present to the Corps of Engineers.

 He had told the Library board this was the Project of the Hope Light Foundation and not the City of Metropolis.  Library Board approved the use of Library facility as an interim Cancer Info Center.

 Mayor McDaniel stated in 2005 he and Rudy Bess approved the Dorothy Miller Park as the site of choice, satisfactory borings were taken and Rudy Bess agreed the Foundation will provide any necessary staffing.

 Chairman Carrell asked for acceptance and approval of Option 4 – just the lighthouse.

 Board members followed with expressions of concern about the following:

 1.        Needs and purpose of project

 2.        Liability of City and personnel 

3.        Overall design and future use of Library and Lighthouse

 

After discussions were completed, Andy Clarke made motion to accept Option 4 Design with published info being offered in base of lighthouse without counseling facilities.  Second by Deborah Sommer. 

Vote was 11 to 1 by members and motion passed

Chairman Carrell opening the meeting with introduction o new CIC members:  Deena Harris and Dr. Sally West.  Roll call followed with 11 members present.

Treasurer - 

 

Fund Raising – Chairmen called for volunteers for this committee – David Fuqua volunteered for same

 

CIC – Rudy and new CIC members will learn about Info Center at David Pratt Cancer Center and Missouri’s Baptist Hospital both in St. Louis this Thursday and Friday.  Cancer Info Center in lower level of Metropolis Library now open with all info free.

 

Web Site – No Report

 

Grant Discussion – Sheryl Durham reported Grant possible from Tourism but must add recreation component to share with Cancer info at Lighthouse.  Recreation options horse-shoe pit and connection with Walking Trailing discussed along with grant requirements necessary by May 1st, 2009.

 

Motion made by Bremer, second by Wehrmeyer that 1) inquire if Metropolis will be3 grantee and 2) give Durham authority to pursue requirements of grant and report at April meeting.  Motion carried unanimously.

 

New Business – Copies of new donation request letter passed for reading and additions.  Suggestions accepted and will be made to letter for approval at April meeting.

 

Use of Hospital for Meetings – Fuqua said Massac Memorial Hospital will be available for future Cancer info meetings for anyone – not just employees of MMH

April 14th, 2009

Minutes

 

Meeting called to order by Chair Carrell followed by roll call with 16 members and 2 guests present.  Minutes corrected and approved.  Teresa Larrison told of extreme cancer experience with God as helper now Cancer Free.

Reports:

M. Dillon, Architect

Revised design will be light house with a kiosk, walk around, 38’ tall, 18’ as base.  Architect stated he knew of no requirements to raise light house above flood level.

Grant issues addressed.  Abell stated that OSLAD grants have strict guidelines and are very competitive.  Committee must decide who is going to drive project, the committee or D.N.R.  Many options discussed and extra building joining the light house suggested.  Secretary Bremer noted at previous meeting Committee voted to build just light house and put Info Center at Public Library.

Chairman called for motion to build light house as presented with possible later developments at site.  Motion made by Harris, second by Laird.  Motion carried.  No grant will be requested.

Fund raising posters presented for distribution.  He & CIC members will go to St Louis this week for observation of Cancer Info Centers.  Library Info Center up and running.

Chairman read list of sub-committees with Pearl Meadows and Teresa Larrison added to Fund Raising Committee.  All agreed letter requesting donations be just one page.

May 12th, 2009

Minutes

 

Meeting called to order by Chairman Carrell with roll call and approval of minutes following.

 

Rudy Bess, Founders Report:

               Gift of $2500.00 and maybe more in future came from St. Louis Ovarian Cancer Association (SLOCA)

               Vitruvius Man used as symbol on posters is medical and not religious. 

               Motion made with second to accept revised one page letter requesting donations.

               Motion passed.

               Letters not to go out until after American Cancer Relay for Life is held.

 

Carrell, Chairman Report:

               Members must get items on agenda Thursday before Tuesday meetings. 

               Lighthouse in flood plain and will be raised by 4 ½ feet.

               Final drawing and specs must be vote3d on again by committee before being sent to Corp. of Eng.

               Discussion followed about future site improvements.

               Simple maintenance agreed upon.

               Don Snodgrass will report at next meeting whether LaFarge donation will be cement or concrete.

               Agreement made that committee needs more info on construction requirements.

 

Treasurers Report (Carrell):

               $2,500 gift plus $10,634.12 with total in account $13,134.12

 

Clarke, Fund Raising Committee:

               Tentative date for “Walk In the Light” fundraiser is September 12th, 2009. 

               Teams will be formed to participate.

               Motion made with second for Clarke to proceed with plans.

               Motion passed.

 

C.I.C. Report, Rudy Bess:

               Rudy and Deena Harris visited Missouri Baptist Cancer Center and Pratt Wellness Center for Cancer info.

               Volunteer help for future cancer workshops is promised. 

               Karen Laird will call for volunteers as needed.

 

Bremer, Secretary:

               Quorum needs to be established and those with voting rights need to be listed.

               Simple majority number needs to be known.

 

Rudy Bess:

               Request made that one side of Library sign split by Library hours and other side be Cancer info.

               To be decided Yes or No by Library Board.

               Volunteer badges given out.

               Foundation will pay for costs of badges and change of sign if done.
